폐교 리노베이션 : 노인 체육시설 설계
전국적으로 낮은 출산율로 인한 학령 인구의 감소로 문을 닫는 학교가 증가하고 있다. 그러나 폐교 부지의 활용 가치가 크지 않아 대부분은 매각이나 임대 등 일차원적인 형태로 이용되고 있다. 현재의 저출산 추세로 보아 폐교의 수는 갈수록 늘어날 것으로 전망되며, 이에 따라 보다 높은 수준의 폐교 활용 방안에 대해 고민이 필요한 시점이다.
한편 고령화 현상 역시 심각하다. 2025년이면 대한민국 인구의 5명 중 1명은 65세 이상 노인인 초고령 사회에 진입할 것으로 예상되며, 이에 매년 의료비 지출이 증가하는 추세이다. 노인들의 체육 활동 참여로 ‘건강한 고령화’를 이룬다면 연간 의료비 수십조원의 절감이 기대되지만, 관련 인식은 부족한 상황이다. 일반 체육시설에서는 운동 강도의 차이로 노인들의 부상 위험이 증가하고 심리적으로 위축될 수 있기 때문에, 노인들이 주로 이용할 수 있는 노인 전용 체육시설이 필요하다. 하지만 현재 공공 체육시설물과 관련하여 ‘노인 체육시설’이라는 구분조차 없는 상황이다.
본 프로젝트에서는 폐교 리노베이션을 진행하여 노인 체육시설로 탈바꿈함으로써, 저출산·고령화 시대의 폐교 활용 모델을 제시하고자 한다. 대상 건물로 선정한 서울 화양초등학교는 2023년 3월 1일 부로 폐교된, 광진구 화양동 소재 초등학교이다. 통계자료를 바탕으로 노인들이 주로 참여하는 체육 종목 위주로 프로그램을 구성하였고, 이를 만족시킬 수 있는 구조설계, 환경설계, 시공계획을 실시하였다.
The number of closed schools is increasing due to a nationwide decline in birth rates and a decrease in the school-age population. However, most of the closed school sites are not utilized, but only either sold or leased because of their limited value. Considering the current low birth rates, it is anticipated that the number of closed schools will continue to rise, necessitating a consideration of more advanced methods for utilizing these closed school facilities.
Meanwhile, the aging population is also a serious issue. By 2025, it is expected that South Korea will be entering a super-aged society, in which 20% of people in the country is aged 65 or older. Consequently, healthcare expenditures are increasing continuously. If the elder participate in physical activities and achieve “healthy aging”, it is expected to result in an amount of annual in healthcare costs. However, there is a lack of awareness regarding this matter. Since there are differences in exercise intensity, elderly individuals face an increased risk of injuries and potential psychological distress in regular sports facilities. Therefore, there is a need for dedicated sports facilities exclusively for the elderly. However, currently, there is even no distinction or category for “elderly sports facilities” in public sports facilities.
This project aims to present a model for the utilization of closed schools in the era of low birth rates and aging society by renovating them into elderly sports facilities. Seoul Hwayang Elementary School, which was closed on March 1, 2023, in Hwayang-dong, Gwangjin-gu, Seoul, was selected as the target building. Based on statistical data, the program was designed to focus on sports activities that are commonly participated in by the elderly, and structural design, environmental planning, and construction plans were implemented to meet these requirements.
